Como presidente da Organização das Cooperativas Brasileiras (OCB), liderou o processo de institucionalização do cooperativismo de crédito contemporâneo, defendendo as propostas do setor junto à Assembleia Nacional Constituinte de 1988.
Modelo
“O presidente da Organização das Cooperativas do Estado de São Paulo (Ocesp) me pediu para montar um programa de cooperativismo de crédito rural para o Estado de São Paulo. Foi então que eu conheci o modelo do Rio Grande do Sul, liderado, à época, por um extraordinário cooperativista e um homem notável, chamado Mário Kruel Guimarães. Ele havia criado um modelo institucional, com cooperativas de crédito singulares, ligadas às cooperativas agropecuárias, com a mesma direção, de forma que havia um casamento automático entre as cooperativas de crédito e as cooperativas agrícolas. As cooperativas de crédito eram ligadas a uma Central, a Cocecrer- RS. Em três anos, criamos 16 cooperativas de crédito rural. Isso chamou a atenção da OCB, que me convidou para montar um programa nacional de cooperativismo de crédito rural.”

“The President of the Organization of Cooperatives of the State of São Paulo
(Ocesp) asked me to set up a rural financial cooperative program in the State of São
Paulo. It was then that I learned of the model in Rio Grande do Sul, led, at the time, by an extraordinary man and leader of cooperativism, namely, Mário Kruel Guimarães. He had created an institutional model with individual credit unions tied to farming, under the same management, so that there was an automatic ‘marriage’ between the credit unions and the farm cooperatives. The credit unions were connected to a Regional Center, Cocecrer-
RS. In three years, we created 16 rural credit unions. This caught OCB’s attention, and they asked me to set up a national rural financial cooperative program.”

“When Ademar Schardong took over, he became a lifelong friend. I am profoundly grateful to Mário Kruel for everything that he taught me; he was a great teacher. And I am very grateful to Schardong for his never-ending support, not in terms of words or speeches, but in terms of his solid support that enabled me to continue to represent Brazil in the ACI (International Cooperative Alliance) system.”
