A coesão do cooperativismo frente à Assembleia Nacional Cons­ tituinte foi possível graças à liderança da Organização das Cooperativas Brasileiras (OCB), que assumiu a mobilização, sincronizando as reivin­ dicações das bases com a atuação dos articuladores políticos em Brasília. A preparação para o trabalho que seria desenvolvido com o Congresso Nacional começou em 1985, logo que o então presidente José Sarney con­ firmou a eleição da Assembleia Constituinte. No mesmo ano, Roberto Ro­ drigues, que recém havia assumido a presidência da OCB, providenciou a elaboração de uma cartilha, que foi distribuída para todas as coopera­ tivas do Brasil, com a finalidade de orientar o setor, para que o coopera­ tivismo ampliasse seu espaço na nova legislação.
Em Brasília, na sede da OCB, foi organizada uma comissão cons­ titucionalista, formada por um grupo de juristas. Ao mesmo tempo, nos Estados, foram realizadas assembleias, para que as cooperativas elen­ cassem as mudanças que queriam inserir na nova Constituição. Ao final desse processo, foram selecionadas cinco propostas, que sintetizavam os anseios do setor. Uma delas pretendia incluir o
cooperativismo de crédito no Sistema Financeiro Nacional.
Cooperativists presented a united
front before the “National Constituent Assembly” (Brazil’s constitutional convention that drafted the 1988 Constitution), thanks to the leadership of the Organization of Brazilian Cooperatives (OCB). The OCB assumed the leadership role, coordinating the demands of those in the grassroots with the political organizers in Brasilia. Preparations for this work, which was developed with the National Congress, began in 1985, shortly after then President José Sarney confirmed the election of the Constituent Assembly.
In that same year, Roberto Rodrigues, OCB’s new president, commissioned
a booklet that was distributed to all
credit unions throughout Brazil. Its purpose was to educate all credit union members so that credit unions would receive a broader role in the new legal system.
At the OCB headquarters in Brasilia, a constitutional committee composed of a team of legal experts was formed. At the same time, state assemblies were formed so that credit unions could vote for the changes they wanted included in the new Constitution. This process resulted in the adoption of five proposals that summed up the desires of the cooperative sector. One of the proposals was to include credit unions in the National Financial System.
