Assim que iniciaram os trabalhos, os técnicos da comissão constataram que, de fato, as cooperativas precisavam do banco pró- prio, para seguirem no mercado. “A primeira necessidade era acesso à compensação de cheques e outros papéis. A segunda era adminis- trar os recursos, o colchão de liquidez das cooperativas em maior escala. A terceira necessidade era desenvolver produtos e serviços de natureza bancária para os associados”, comenta Adão Vilmar de Oliveira, que participou da comissão encarregada de estudar a cria- ção do Banco Cooperativo por indicação da Organização das Coope- rativas do Estado do Paraná (Ocepar). Segundo Oliveira, durante a elaboração do projeto, os técnicos perceberam que a criação de um banco em nível nacional seria um grande desafio, diante das dispa- ridades de conhecimento e estruturação do sistema de crédito coope- rativo, que se encontrava mais evoluído nos Estados do Sul. Ainda assim, a proposta foi apresentada ao Banco Central em 1993, mas não obteve aprovação do governo.

According to Oliveira, while preparing the plan, the experts realized that the creation of a national bank would be a huge challenge, given the disparity in terms of knowledge and structure among the credit unions, which were much more developed in the South. In any event, the proposal was presented to the Central Bank in 1993 but was not approved.
The main reason for the plan’s defeat was legal in nature. Back then, the law did not allow credit unions to be the controlling shareholder of a bank. The National Financial System Act10 provided that Banks had to have an identifiable controlling shareholder in the form of a natural person. “Since credit unions are associations of individuals and not companies, there was no one single controlling shareholder,” observes Adão Vilmar de Oliveira.
To proceed with the Cooperative Bank, the law had to be changed. Therefore, the cooperativist leaders continued trying to persuade the Central Bank to draft rules that would provide the State and credit
